POTTS PROPERTY SUPERFUND SITE

Duffield Associates was engaged by the potentially responsible parties
to perform a Remedial Investigation and Feasibility Study (RI/FS)
for the Potts Property, formerly a Federal Superfund Site and now
a Hazardous Substance Cleanup Act (HSCA - Delaware's Superfund Program)
site along the Christina River.
Due to the industrialized nature of the site and other nearby Superfund
sites, Duffield Associates' RI/FS Work Plan limited the investigation
of the former metals refinery to site soils and shallow groundwater.
Remedial issues related to contaminated groundwater migration toward
the Christina River were evaluated and successfully demonstrated
to not be of concern.
The FS was focused on assessing the applicability of an array of
technologies. Soil samples were obtained from Geoprobe corings and
backhoe excavated test pits. Groundwater samples were obtained from
selected existing monitoring wells and temporary Geoprobe installed
well points. Quality Assurance, Quality Control, and Chain of Custody
procedures were performed in accordance with HSCA protocols. Existing
and potential exposure pathways and substance behaviors were evaluated
and used to assess risks posed by the substances detected at the
site.
Duffield Associates developed remedial action objectives based
on the RI findings and used them to screen the remedial alternatives
for effectiveness. The recommended remedial action called for a
combination of low permeability capping, and covering.
