CELL 2E-2 KING AND QUEEN LANDFILL
KING AND QUEEN COUNTY, VIRGINIA

The Cell 2E-2 construction project at King and Queen Landfill consisted
of a 4 acre "piggyback" municipal waste landfill cell
adjacent to three (3) active landfill cells on the east, south,
and west sides of the proposed new cell. Construction consisted
of, in ascending order, placement of a 24" low permeability
clay liner, installation of a double High Density Polyethylene (HDPE)
geomembrane liner system, and the placement of an 18" layer
of leachate collection aggregate with associated leachate collection
piping. Complexities of this project not only involved the integrating
of the new cell layers with the existing cells' layers on three
adjacent sides, but also included the connection to an existing
leachate collection manhole situated within the waste of the lower
eastern adjacent cell.
Duffield Associates was on site to perform Construction Quality
Assurance Inspection (CQA) of all phases of construction along with
soils and geosynthetics quality assurance testing both onsite and
at the in house soils/geosynthetics laboratory. Upon the conclusion
of construction of Cell 6, Duffield Associates compiled and wrote
an as-built construction certification report for review by the
Virginia Department of Environmental Quality (VDEQ), to certify
that construction was performed according to site design specifications
and VDEQ regulations.
