RESH ROAD LANDFILL PHASES I & II CLOSURE
FORTY WEST LANDFILL CELLS 1-5
WASHINGTON COUNTY, MARYLAND

The Resh Road Landfill located 4 miles northwest of the City of Hagerstown, MD is an 84 acre municipal landfill site owned by Washington County and operated by the Washington County Solid Waste Authority. The site was closed in early 2001, and consists of eight disposal areas (Cells 1- 5 and N-1, 2, 3).
These closure projects included the geosynthetic capping of 68.1 acres of the site. An additional 17.5 acres of existing landfill cover in this portion of the site was left undisturbed with the exception of the installation of permanent E & S control structures and the eradication of invasive species. The cap was designed to decrease leachate generation and minimize seepage as well as provide a finished product that controls surface water runoff. The construction of the cap was performed in a manner consistent with regulations imposed by the Maryland Department of the Environment (MDE) and the Washington County Soil Conservation District (WCSCD).
During these projects, Duffield Associates acted as construction quality assurance inspectors on behalf of the County, to ensure that the construction activities were performed according to the design specification, MDE and WCSCD regulations, and the design sequence of construction as approved by MDE. All E&S structures were reviewed and monitored by DAI. Upon conclusion of the projects, DAI compiled as-built construction certification reports for submission to the MDE, certifying that construction was performed according to site design specifications and MDE regulations.
Duffield Associates was likewise retained to act in the capacity of construction quality assurance (CQA) monitors for the construction of new Cells 1-5 at Forty West Landfill over the course of the past 10+ years. These cells represent approximately 50 acres of municipal waste landfill disposal space on a 425-acre property.
Duffield Associates’ services included construction observation and certification of all phases of cell construction including the installation of temporary stabilization and permanent E&S controls, excavation and general fill placement, installation of a 1’ layer of low permeability soil, placement of the geosynthetic liner system, and installation of the leachate collection system. Duffield Associates also monitored and certified the construction of all ancillary support systems for these projects such as force mains, pump stations and leachate storage facilities. |
