DELAWARE PARK CAFO DESIGNS

Delaware Park is a horse-racing and casino establishment nestled
between the banks of the White Clay Creek and Mill Creek in Stanton,
Delaware. As the first such establishment in the state directed
to obtain a Concentrated Animal Feeding Operation (CAFO) permit
under the guidelines of the EPA, Duffield Associates designed a
three-prong system for Delaware Park which focuses on stormwater
management and flood management through watershed protection including:
- In addressing point source pollution, Duffield Associates designed
wash stations with concrete slabs and drains that tie-in directly
to the sanitary sewer system, bypassing the stormwater system.
- Another feature was carport roofing over manure bins, limiting
the potential for nutrient run off, that included special collection
procedures for off-site recycling.
- The third design component improved the site's stormwater system
which previously consisted of a series of ditches that emptied
into adjacent creeks. This design entailed the construction of
four rain gardens serving as collection points for the interconnected
ditches, allowing sediment and debris to settle and excess nutrients
to be absorbed by the plantings. A fifth location diverted upslope
parking lot runoff away from barn and stable areas to a bio retention
facility coupled with a dry detention pond to store excess flow
during storm events.
Delaware Park also instituted a host of Best Management Practices
and "housekeeping" procedures as well as water conservation
practices.
