Wilmington College

Due to limited land area and Water Resource Protection Area (RPA)
restrictions, Wilmington College faced the possibility of being unable
to construct new on-campus library and office buildings. Because the
College lies within an area designated as an RPA overlay zone, development
in excess of 20% impervious coverage (pavement and roof area) is classified
as a conditional use. This classification requires maintenance of
post- development groundwater recharge (quantity and quality) at pre-development
levels. A typical solution to this problem requires low-density development
or some form of land-consuming recharge pumps. As an urban campus,
the college had no land to utilize for this purpose.
In order to develop their site and meet RPA guidelines, Wilmington
College retained Duffield Associates. The challenge facing the Duffield
team of engineers and hydrogeologists was to obtain and manage the
quality of recharge without adversely affecting campus activities
and aesthetics. We determined that rooftop collection of stormwater
would meet the recharge quantity and quality requirements, and designed
a subsurface infiltration gallery to accommodate the space limitations.
Our design received Honors in the Consulting Engineers Council
of Delaware's Engineering Excellence Design Competition. Duffield
Associates is providing ongoing operations review and monitoring
in accordance with the requirements of a Water Management Agreement
negotiated with New Castle County.
